Hi JLL Tung - thank you for your request. 
Correct me if I'm understanding this wrong - when you create a WhatsApp message template with a Document header type, the PDF you upload during creation is just a sample for Meta's approval process. When you actually send the template, you can provide a different PDF each time.
This means you only need one template, and you swap in the relevant PDF at send time. No need to create separate templates for different documents. Do let me know if I understood this differently :)
