Broadcast: Option to delay sending Broadcasts to contacts who are in the middle of a conversation

Business Problem:
Sending broadcasts to contacts who are currently engaged in conversations with platform users can interrupt the flow and potentially create confusion. There is a need to ensure that broadcasts do not disrupt ongoing conversations.
Desired Outcome:
- Delay Option: Introduce a checkbox option when creating broadcasts to delay sending messages to contacts currently assigned to a platform user.
- Use Case: This feature would help maintain the integrity of ongoing conversations by delaying broadcasts until the conversation is no longer active, ensuring a smoother user experience and avoiding interruptions.

is greater than
X
I also implemented the following OR:
TIME SINCE LAST INCOMING MESSAGE
does not exist
(Otherwise, contacts that have never messaged, will not receive the broadcast)
