Messages: Ability to send messages after the messaging window expires

Business Problem
On WhatsApp and other channels with strict messaging windows (e.g. 24 hours), businesses are unable to send messages once the window has expired unless a template or specific workaround is used.
This creates major operational issues when agents need to follow up with customers who have gone silent, such as for sales follow-ups, support updates, or time-sensitive notifications.
Current Limitation
If the messaging window is closed and the customer does not send a new message, agents are blocked from reaching out proactively.
Desired Outcome
Provide a way for businesses to send messages even after the messaging window has expired, in a compliant and controlled manner.
