WhatsApp: Allow to add both CTAs and Quick Replies when creating WhatsApp Message Templates

Business problem:
- As a business using Respond.io for customer engagement, I want to add a mix of CTA and Quick Reply Buttons when creating WhatsApp templates, so that I can provide more dynamic and effective communication options.
Desired outcome:
- Flexibility to mix different types of buttons in a single template.
Use Cases:
- Enhance user interaction by providing both immediate actions and additional information requests.
- Increase engagement rates by tailoring button options to different communication strategies.
The current workaround:
- Create templates directly on Meta Business Manager then sync to Respond.io.
